Lockshield Valve

Can anyone tell me what a lockshield valve is, what it does, why it's necessary? do all radiators have one fitted?

Its the end of the radiator that has got a cap that you cannot turn by hand
It is used for balancing heating systems and yes most should have though I have seen ones that you turn on both ends

some rads on old one pipe systems don`t have them
