Loft Stairs

One of our lofts has been floored and Velux windows installed by a previous owner. They also installed fixes stairs.

Am I right in thinking that so long as the loft is used just for storage then fire regulations don't apply with regards to safety zones and fire doors, etc? This would be the third floor.

This is a grey area because the stairs are not removable. A bit of common sense really providing it's not habitable otherwise correct size joists, fire safety & building regs etc.
 
The stairs themselves are tucked away in a small room which has a 30 minute firedoor fitted between it and the main passageway.

The loft could in no way be considered habitable as the roof isn't lined and would be very draughty.

The stairs have been anchored to very substantial joists in the loft. I'm pretty sure the previous owner had plans to make more bedrooms up there but we've no desire to do that.

Presumably a 1m banister rail would be required around the stair opening in the loft.
