Loose Indian sandstone

We had Indian sandstone laid about two weeks ago. A perfect dry day until ten mins after they left and the heavens opened solid for three days.
Don’t know anything about laying paves. But they jointed with easy joint. About 4 inch of concrete was used but don’t know the ratio.
What I have is loose slabs,some of which I can lift without tools.
Could the amount of rain caused the loose stone or is there a more sinister reason?

Didn’t see them doing that. Its natural sandstone so would they have to prime it?
 
I would always prime slabs before laying as it helps adhesion and also prevents staining coming through slabs.

That’s interesting… I have stains on my slabs as well
