Lost insulation and name for material

What is the name for the ripped material under the slats please?
Would the insulation go under the ripped material and could it be patched up?

You can't repair from the inside. Spray foam is controversial and is used from the inside.

That is a new word for me!
If you cant fix it from inside, then it sounds like a lot of work to do it and it may have been like that for years or decades without an issue. Yes, it came from a survey.
Is it worth just putting insulation wadding in the gaps between without fixing it?
