Need some help. Had a low pitch roof so used low pitch tiles but still getting blow back from wind/rain. Is it possible to bitchumin heat and roll over tiles!? They are almost flat will it adhere? And would it lay as the tiles step at each run?

It would probably not work and look a complete mess.
If it's almost flat, you should have built a proper flat roof instead.

Can't be as bad as what a neighbour did  :

They replaced with a concrete tile but still far too low a pitch for any tile I know.

If yours is a similar pitch you really need a flat roof system as tony1851 has said

What do you call low? my garage roof is only 17 degrees but fitted tiles which are good down to 15 degrees and not a problem, what did you put under them?
