Can someone tell me if it's possible to run low voltage through a normal 1.5mm cable via transformer?

I presume you mean extra low voltage, but the thing that governs whether a cable will carry a particular voltage is the current carrying capacity of the cable & the load placed on it rather than the voltage. What is it that you are trying to achieve?
12v LED lights comes with it's own thin (twin) cable. However, where I need to install these (staircase) it already has a normal 1.5mm 3 core electric cable running under the side board. So I was wondering whether I could simply connect the lights (12v) from the trasnfer plugged in the socket to the existing 3 core cable obviously only using 2 cores?
Cable length dependant as volt drop can be an issue.
Why?
What was it for?
Why was an unused length of 1.5mm² flex left lying under a sideboard?
