Low water pressure but not everywhere

Bit of a strange one this. Went to view a house today (with a view to renting it) and did a cursory check of the water pressure whilst there (not the kitchen tap though as the spigot under the trap for the washer was left open so didn't want to splash water everywhere). Pressure was pretty poor throughout, so took a look at the internal stopcock which was a plastic affair and was fully open. House is about 5 years old. The strange thing was that the hot water pressure in the basin in the downstairs loo was really decent (normal really) yet the cold was poor, and elsewhere in the bathrooms, ensuite etc the flow was poor for both hot and cold. Immediately thought the service/iso valves must be part closed but I had a look under the basins and couldn't even see any. Are they concealed in newer builds? It's a bit of a headscratcher. Never got the chance to have a look at the external stopcock, but given that pressure was high on at least one of the hot taps, the flow to the house must be OK.

House was empty so no previous tenant to ask. HW supplied via combi boiler.

you are confusing pressure with flow rate, they are not the same thing
 
You're right, I am. So assuming one tap had decent pressure and flow rate we can assume pressure to the house is ok. Any idea why the flow rate of all other taps could be poor?
 
a lot of the problems with flow rate is to do with modern flexible hoses to taps, these are so small bore and very cheap that they restrict the flow rate

Only outlets worth checking are bath and shower(s) as that's where you want decent flow.
