Low Water Pressure Predicament

Okay, here is my problem -- my kitchen tap has poor water pressure (both in hot and cold). It has done this a few times before, but the pressure always comes back. This time, however, the pressure isn't returning, is even lower than "usual", and I don't know how to fix it. It's the only tap in the house that is affected.

I've partially taken apart the tap... I can't figure out how to take the bottom section off the base though (I hope that makes sense -- it's the very bottom section shown in the picture below) and I don't know if it's even necessary to try to do so. There's no junk in the filter or anything. What else can I try? (Keep in mind that I know NOTHING about plumbing, so you'll have to respond using short, simple words that even a monkey could understand :oops: )

That is a high pressure tap, so if your water pressure isn't good enough it will never perform very well. This normally effects the hot side though and not the cold.
