It's a valid assumption. Either you or someone else intentionally removed the insulator, or went ahead with installing the backplate without an insulator. There really aren't any other options.

Are you just here for an argument, or are you hoping I'll back down to make you feel better about doing something as silly as that?

have you checked the cpu pins to see if maybe you bent them whilst putting the cpu in the xsocket ??

but tbh it sounds like a faulty mobo, send it back for a replacement

Let me go dismount every single backplated heatsink here and show you the insulators. No reputable heatsink would have a bare metal backplate.
