Is it acceptable to upgrade a 6mm main earth to 16mm by simply adding a 10mm to the existing 6mm?

So Is it acceptable to use a 6 and a 10mm earth cable to have a 16mm?

Also is it acceptable to have it clipped to outside brickwork along wall and into point were say stopcock or gas meter is?

To bond the gas & water you only need 10mm cable & it is acceptable to use it externally.
 
BS 7671 does not specifically prohibit the use of two conductors for this purpose, although it doesn't recommend it. However, you must a) ensure the mechanical integrity of the earth cables and ensure they are labelled clearly b) prove that the current carrying capacity of the two cables meet the minimum requirements of your installation. If you're adding a cable to your existing, I would recommend you use the correct size cable and disconnect the existing.
