Mains water inlet leak under kitchen sink

Hi, I appear to have a slow leak under the kitchen sink where the mains water comes into the house. I’ve isolated the problem to near or around this blue thing, anyone know what it is and can it be tightened or something (there seems to be a small pin in middle of circular bit as seen in attached photo)? The water meter is in line with this but a bit higher up on outside wall.

Could be a drain off. Are you sure it’s that, or coming/dripping from above?
 
Not sure it’s that, it could be coming from above yes especially as the wall is a bit damp. Maybe where water meter comes into the house?

Thanks. The problem appears to be leakage from under that reducer, as it’s the mains coming in from underground and it’s bent to the left slightly. As the water meter stop cock to the house comes AFTER this (above) need to locate the water company stop cock in street when repairs are done. Anyone know how as can’t find it?
