maintaining external paint

i live in a flat in a large 3 storey mansion block, it was painted 4-5 years ago and our management agent is trying to persuade us to spend several thousand pounds on scaffolding and repainting.
i believe most of the paint work is ok and the few black mildew areas could be cleaned, any advice on best way,
we have a gable not painted last time that is brick, damp gets through in places and some of the mortar is falling out, what is the best way to coat this, stop damp getting through and stabilising.
if they insist on painting the whole thing is there a coating we can use that will minimise repainting, the property is 1/4 mile from coast.
i also dont know if this is place to ask but as the work will be commissioned by the ltd co.s who owns freehold the managing agent says we have to insist on a supplier using scaffolding which is over 50% of costs, is this righty?

You should look into buying out the freeholder :wink: allegedly
 
you also need to repoint your gable wall , not simply paint over it.
