Make loft access

I am in the process of buying a property. This property at a guess is over 110 years.
It has had a two storey extension added 5 years ago that was approved & I assume meets all insulation requirements.
The original part of the house has no loft access & the distance from ceiling to the top of roof looks about 5ft.
What would be involved in cutting an opening so as to insulate. I assume that there would be a grant for the insulation

1. Dont assume there'd be a grant. Only some people qualify.

2. Its a "simple" matter of finding a spot in the ceiling and cutting a hole, fitting a loft hatch from Q&B (or similar) and probably fitting a loft ladder from the same place. However, its not always simple cos you don't know what pipes and cables are up there. Go slow, make a small hole carefully first, and be prepared to make good afterwards if that hole proves fruitless.
 
Thanks for that, not worried about the grant, just want it insulated & maybe ability to drop cables, andd store suit cases etc.
My thinking is that I could make a hole in a wrong place, its also probably lathe & plaster, so do I want a builder or carpenter?
