making plaster even before glueing skirting

Hi, we had our room replastered and now want to put the skirting on (Pine), the problem is the bottom of the wall is uneven, thicker than above. What is the best way to even it out? Have used an old chisel to remove the lumps of plaster at the bottom but to remove the general thickness could i use an orbital or belt sander? I could glue it as it is but it would be sloping (out at the bottom). Any advice would be great. Thanks

A club hammer and a bolster chisel should do it
