If I'm buying a desk lamp and it specifies max 40W, does this mean old money (ie pretty dim) or new money (very very bright)?

I'm assuming it relates to an old incandescent 40W bulb?

If so can I use a (energy saving) 11W bulb that says it's equivelant to 50W (which exceeds the 40W max)?

Yes. The fitting will be limited to 40W for the amount of heat that the old GLS incandescent lamps produce/

An 11W low energy lamp will be fine.
