It's exactly what I would expect.
Don't see why though people can't just dig a new hole, what is, half a minutes work a hole?
I think you have to look at the bigger picture here, by plugging the holes and discouraging OAPs the land will soon become overgrown and unmanagable, then to save the tax payers money to have it cleaned up they sell it to a property developer who in turn gives them a backhander. Simples
And get nicked for criminal damage.

are we missing a point? you can play golf and hit a flag instead of a hole - or dig out the cement? the problem is the fairway being untended, and getting overgrown... but if no one is paying? !!
You mean the same pensioners that grew up in the ww2 and the cold war, are afriad of getting nicked on a golf course.
