micro bore pipework

Had a look under floor in void space and pipework is poorly lagged if at all, some kind of wrap - around felt, tied with string so I guess that will all have to be re-lagged. I am going to be busy with some of the stuff.

I've just moved into a newish house with a microbore heating system in. The upstairs is roasting and the downstairs freezing. If I put TRVs on the upstairs only will that balance the system better? If not could I increase the size of the downstairs rads without affecting the performance of the system?
What do I do if i want to move a rad to another wall? will i have to go all the way back to the manifold (buried somewhere god only knows upstairs) or can i run pipes from where the existing ones are?
Sorry if these are dumb :oops: questions...I am only a girlie!
