Looks like T&E to me.Im still not sure why that type of cable has been used.

The back box is plastic and nowhere to connect the earths. The earth conductors are sleeved and not exposed on the cut end. I suppose that's good enough?You say the earths aren't connected,.maybe connect them to the back box if theres a terminal or put them into a connector block.

Wouldn't really matter if they were both separate if they are just 2 earths coming from different lights.Well, do we know how they are currently?
They must be connected together, somehow.
