mixer shower for low pressure in flat?

It's all about specifics, what you need to do is measure the flow from the shower head over a minute and see how much you get. If it's less than around 1L/min then you need a negative/universal pump.
You also need to decide how it is to be used, just for the shower or for the whole bathroom or for the house. Are you using it for both hot and cold (advised) supplies as a mixer shower needs a balanced supply.

You need to find where the cold is coming from - if its mains ( same as kitchen sink) or if its a roof tank on floor x?
