It might be a power supply problem. Check the DC voltage(s) going into the Multi-FX module. If it/they measure OK, check again with an oscilloscope to ensure the DC is "clean". If the supply is OK then the fault is on the module. It could be a simple regulator fault or it could be complete processor failure. Impossible to tell by looking.
 
That looks suspiciously like mains borne interference. Ask at UKQRM as they are the experts in this.
But it looks like one of your neighbours may have one of those horrendous polluting power line transmissions systems. They are a total nightmare & can cause innocent victims massive issues, several houses away & just to save a selfish individual a few pounds on a decent system.
If it is PLT, (Power Line Technology) then it is easily solvable as you simply need to get the PLT devise switched off. I believe the BBC now manages the first part of the investigation process if it's for domestic equipment. But do get advice from UKQRM first as if it's something in your house you pay a fee for the investigation.

That wouldn't explain the lack of any illumination on the display.

It could..Once inside something not designed to deal with this sort of rubbish, all sorts of issues can & often are caused. However if the illumination was the only problem then you are correct, it would not normally be that.
Most domestic devices are not designed to deal with the level of rubbish produced by things like PLT & EMC regulations may as well not exist, when it come to both preventing & causing EMC issues. A professional studio would use better quality equipment & have plenty of extra filtering in place & even they can sometimes get issues.
All I know is, listening to that video, it does sound very much like mains borne rubbish. But......Switchmode power supplies are also a source of mains borne contamination & if that is faulty it could very easily cause both interference & the illumination issue. It is just switchmode power supplies normally sound different & what I heard does sound like PLT..Although some solar panel systems sound similar.
