Mortar repairs on balcony

Hi, I've got a balcony with some capping stones and metal handrail bedded into this. The mortar between the capping stones (or whatever they're called) is falling away in places and I want to rake out and repair. What would be the best mortar and mix for this sort of job? Thanks.
