Mouldy, cracking, peeling bathroom ceiling repair

Bathroom ceiling is severely peeling, cracking and mouldy in places

I want to repair once and for all but have a few queries

1. Is it advisable to scrape ALL of the old paint, even if it's sound? or is this a waste of time?

2. After scraping, the plan is to use electric sander to flatten any high spots, speed up paint removal etc

3. Does old plastered ceiling need a mist coat again or is this not necessary?

4. After preparing the surface the is to use Zinsser Gardz, Zinsser 1-2-3. then paint with Zinsser Perma-white. Is this okay?

Best to address the inadequate ventilation which will be causing the problem then you can repair it .
