mouldy wall beneath bay

my house an old terraced stonebuilt, no cavity
the front window is a bay
the wall beneath the window in the downstairs front room gets mouldy
i treat it when it gets bad with bleach and then use a mould resistant paint followed by a coat of emulsion which doesnt last
it seems that the wall may be allowing dampness to come through
can this be permanently fixed with a treatment from the outside/inside

Might just be cold in the bay.
You can try this, dry off the wall, stick a sheet of clear plastic to the wall with tape around the edges and leave it.
If damp forms under the plastic chances are it is a damp wall, if it forms on the room side it is condensation.
Not totally foolproof but a good guide, if it is condensation try something like this.

PS this is not the old polystyrene stuff it is a good product a bit like compressed kapok on the back.
