Stainless would be OK, if the brackets are definitely stainless.

I realise we are looking at something that is bottom of the garden and the walls aren't a house wall but a boundary wall, that has been used for the room. Looks over 15m2 to me so assume building control approved?

As above, don't drill through the deck. Fix them to an offcut of 4 x 2 or a bit of decking or the suggested brick, let gravity do the work. I've got a small PV powered light in the log store, it has rechargeable AAAs in it which get topped up nicely by the sun (panel faces west), so far the thing has worked fine for about 6 years (except when I left it on one night, took a while for it to gather a decent charge)
