Yes, that's probably what they mean - and I imagine that's the type they would usually fit (for the reason you give). Mind you, even those which require one to take the whole cover off to get to the terminals often have some 'secondary' protection over the the incoming terminals (a bit like those in the 800KMFs, but a bit more 'attached'.Maybe they mean of a design like the one Mr Blobby has, where you don't need to open up the enclosure and become exposed to terminals which you have no way of making dead (apart from pulling the fuse) to access the outgoing terminals. Thinking about it, if the DNO provide the isolator they would have to use one where people were not obliged to contravene EAWR #14 in order to connect to it.....
However, that's a bit different from putting seals ("only to be broken by DNO") on something on the consumer side of the meter - so maybe they don't intend to do that.
