in the instance where you are removing the accessory that marks the safe zone, and cannot conform in a different way ( such as RCD protection ) then no, you can't do it and still comply with the regs..
however as I said, it's only ONE reason for jointing a cable..
others include ( but are not limited to ) raising sockets above the skirting, lowering light switches for various reasons, moving sockets sideways in a kitchen ( where the cable is running horizontal ), etc etc..
