Pushing the primer bulb on these Tecumseh engines causes raw fuel to be squirted out of the emulsion tube, straight into the carbs main choke. It's not a pump as usual, just an air blast.
So, off with the float chamber to clean the main jet, emulsion tube and needle valve....you've done that often enough!! It's a simple carburettor with no adjustments.
Give it a new plug too, and check the air filter is clean.

Morning,
To warm to be doing this in the day so i took it apart 11 o clock last night.
Give the carb & good clean but didnt really see anything.
This carb isnt directly connected to the engine but suspended in the air & squashed between inlet / exhaust manifold,totaly different set up & more items to take apart.
Just started it up & no hunting / popping now so whatever it was is gone as ive just cut next doors lawn.

One thing i didnt take much notice off was the throttle cable.
Ive clamped the outer cable back in the same position going by the clamp marks on it but not sure at what position the lever was where it connects when i took it off.
I operate the lever & the revs go up / down like they should so should i leave it there or make an adjustment with your reply ?

That will be just fine - the cable inner will pull the throttle lever to where it should be.
If it's any compensation, I rarely see any carburettor dirt either - the particles are miniscule.
