Multi Fuel Stove

just looking, I have a air vent in the room where the open fire was and i see stove are required to have an air vent installed.

will the existing air vent be adequate.

Depends how big the vent is, what rating the stove is. Usually a 110mm hole is enough (same size as std tumble dryer vent) but your installer should be able to verify that.

Are you not allowed to fit this yourself and have the council sign it off?

has to be signed off by a register installer (HETAS).

i cannot drop the lining down chimney either but could do the rest if viable.
 
Stick a Building Notice in and see what happens. You'll have to demonstrate competence and compliance with whatever regulations apply, if you follow the scenarios laid out in the relevant Approved Documents then the job will be deemed to comply.

EDIT Just remembered you're in NI, no idea if the same rules apply.
