My first wall-painting experience

So, just moved into a new flat and while I've had professionals in to do some stuff I wanted done in a hurry, I'm now taking my time over some less urgent things.

I'm a complete novice to this, so be gentle. Or rough, if I need it.

First project - sort out this feature wall in the lounge.

I realise this may take an extra coat or two. I'm using Leyland Trade Undercoat (which I know takes a full day to dry, but came recommended) and am assuming I'll have two coats of that before the blue stops showing through.

Problems with the wall - the previous work has been somewhat shoddy. There's what looks like nail heads poking up from under the paint / paper

I'm reluctant to get too deep into fixing these as I want rid of this blue sharpish and will probably be looking at doing this wall again in a year or two once I've got a better idea of how I want the room to look. However any advice on what I might be able to do, or really should do, would be appreciated.

The previous owners had a TV mounted on the wall and the back of it is a bit of a mess. This'll be covered up with a mirror or painting, but I'd like to leave the holes and electrics in place in case I want them in the future. What should I do with the bare bits of plaster though?

Apart from that, my plan is to sugar soap it, let it dry, sand it down, undercoat it (planning for two coats, unless the first one does a stellar job. Following that - I've got some leftover white McPherson Vinyl Matt from when decorators were doing the bedroom ceilings. Any reason to not use that?

I'm confused a bit, it is a papered wall, so have you now stripped it?

And undercoat is not necessary on plastered or papered walls, just enough coats of paint.
