My neighbour is refusing SSE to enter property so I can move my meter

Surely if the supply goes from the op's house to next door then SSE could just remove the loop and then tell next door "we will need access and to dig across the garden if you want Lecky!!"

Indeed. That's what I've been saying all along, starting in post #4

Or dig across the ops garden with a new supply & make a joint on the old cable in his house
