MY RADIATORS WILL NOT TURN OFF

My downstairs radiators are ok and work just fine, but the upstairs are a different story,,,,to get them to turn on or off i have to turn the valves manually, they will not go on or off via the heating system...if you turn the valve to put it on the radiator goes hot immediately and only goes off if you turn the valve back to the shut postition.... it does not matter if the heating is on downstairs or if the heating is actually on i can only use the radiators by turning the valves on and off manually...so can anyone help me please?

Yes it has, i moved into rented accomodation about 18months ago and trying to get the landlord to pay for anything is a joke....so just wondered if it might be an easy fix for me to do.

What system have you got?

Are they controlled with a separate zone valve for the upstairs circuit?

Do you have 2 thermostats to control the heating?
