Yes but for maintenance purposes one should isolate all poles somewhere in the system and incorporating both functions into the same device has advantages.
Agreed (even though BS7671 doesn't think that the neutral needs to be isolated in TN installations) - but many things need 'maintaining' so rarely that a dedicated isolator for just that 'thing' isn't necessarily all that justifiable (particularly since such would introduce additional 'points of potential failure'.

So on that basis it's quite acceptable to isolate one leg of the supply and work inside a piece of live electrical equipment?

Under fault contitioned there could easily be a hazardous voltage between the other live wire and earth and this is an acceptable H&S situation?

Equally some contact between E & N is likely to trip the RCD in a split load board and plunge the user into darkness. Is it not obvious the single pole switch should be upgraded to a DP to easily remove both scenarios whether it's reguired or not.

If You have concerns about any/all of that (with which I largely sympathise), you would need to take them up with JPEL/64, since I was merely mentioning was BS 7671 says.
