Mysterious hole in unvented cylinder

Hi

I've just moved into a property and discovered that the unvented cylinder has duct tape covering a hole at the top of it - see photo. Should I get this looked at by a plumber?

If it's not leaking I would suggest it was just a bit of the insulation removed. The stainless steel cylinder bit is under the white plastic outer shell.
 
I would remove it to see why it was placed there.

There could be a patch glued on to the inner cylinder!

Rare for stainless tanks to leak though!
