N-E High voltage Fault

I have just had a new Baxi duo tec boiler fitted and an error 133 is occuring i have had the baxi engineer out and he says the fault is electrical and due to the following
L-N - 230V
L-E - 136V
N-E - 103V

We have also recently had a TNCS system installed however the Main earthing conductor hasnt been connected to the incoming supply by the electricity board.
Could this be the problem ?
Or could the N-E fault be influenced from a fault from other circuits ?

However all other circuits in the household work fine but the earth has a high voltage ( Enough to get a little shock when being worked on ).

Any help would be much appreciated

Sounds like you have no earth. This is incredibly dangerous. Turn off any non essential circuits and call an electrician now. A "little tingle" isnt normal. :rolleyes:

And therein lies the problem. No earth connected = no earth !!!
