Is it normal for them to rust

Why are the nails rusting, are they being used in a wet/damp area? If so then there may be better ways to secure the pipework. Or take the nails out and use S/S nails or S/S screws.
 
Steel will only rust in damp/wet conditions, if it's kept dry then it won't rust to any real degree. Are you having an issue where they are rusting through or is it just a light coating? Unless they are rusting through then not sure why it is an issue or is it just a general thing?

I used them in my swimming pool, I think it was the chlorine that was making them rust :cry:
