Need advice to fix these walls!!

Hi all

I need help..I have just mist coated (50/50) a plastered room and I've got drip splash marks on the walls which I cant seem to cover with the mist coat. Does anybody have any what these stains are and what's causing it? And what can I do to rectify the issue? I have come to realise after applying the mist coat that the problems areas are around all the sockets and switches where the plasterer skimmed to repair the wall. Anybody have any advice on how to fix please?

Possibly PVA splashes, which need removing because PVA doesn't like paint.
