need advices for bathroom floor--urgent--thanks

I must say, this is our first time "big" DIY. Thank you for reading.
Due to toilet water leak, we ripped bathroom carpet. We have removed all boards underneath the carpet. Now there is only one layer of timbers left, and underneath the timbers are water pipes.
We want to redo the bathroom floor by ourselves.
Here is my thinking, and please give me some advices.
Place one layer of chipboard on top of the timbers, then put Vinyl Flooring.
Does it sound right? What tools and glue should we use?

Maybe take opportunity to stuff fibre-wool between joists to minimise transmission of bathroom noises to rest of house. Very cheap if still subsidised.

Unless every penny counts, ply much better than chipboard especially in bathroom.
