Not sure if this is the right place to ask, but I couldn't spot a more appropriate forum on the list.
I need help figuring out a sentence from the British standard 8233 (sound insulation and noise reduction):
"ventilated window, staggered openings not more than 5% of the time"
Haven't got a clue as to what that means
