Need help with wall lights either side of the fire-place

Hi, I'm looking to fit some wall lights to either side of the fire-place, the upstairs floor is cheap and cheerful chipwood flooring, so how do I run in the mains? Do I need to use a 'fish' and run it up to the loft, if so how do you chase it out in the loft? Any pointers greatly appriciated.
 
if the lights are downstairs are you looking for them to have a seperate switch or operate with main room light?

Hi, I'm looking to fit a foot switch but could easily adapt and use the main room switch, I can always add a small toggle switch to each of them. I take when you say traps, it means small cutouts to pull the wire through? So I'd have to measure the distance, cut the upstairs floor and the position of the lights, then run the cable down?
