Neighbour shed against my house

Just bought house.

I live on a end terrace and at the side of my house there is a back garden of another house on a different street. They have a shed literally leaning on my wall and when decorating the wall where the shed is, the wallpaper/paint is coming off way easier than any other part of the house and it's much colder to touch, so I'm suspecting it may get damp there.
Are there certain rules that permit this?

What about the environmental health department of the local council.
If his shed is causing damp which could threaten the health and well being of your family, they could order him to remove the shed.
 
You could start by speaking to the neighbour and seeing if their willing to move the shed a small amount anx fit guttering that side to take the water away from your wall.

As your a new neighbour approaching them before trying to forcing them to do something is definitely the right approach, they may not be aware that it's caused any issues.
 
Since your house foundations will probably be beneath the shed, who owns that bit of land, either you or they are possibly trespassing, your neighbour's house looks a lot newer than yours perhaps they did a bit of land grabbing when it was built
