Neighbours alterations causing flooding

Hi folks I'm looking for some advice.

My next door neighbour has installed a new shed, actually it's a sun house with a veranda area.

Now before hand his garden was a bit of a swamp with some grass a lot of paving bricks and slabs where his dog runs.

The new shed which is around 2.5 metres high is set approximately 1.5 metres from my fence.

My first question is this within what's allowed height and distance wise?

He has also laid extra concrete with no drainage into storm drains and his back garden was flooding.

He has since laid drainage pipe in stones to drain his garden which is now dry.

I must add that my property is on the low side of his house so obviously it was going to drain into my garden.

My garden is saturated and established plants are dying.

I've tried to speak to him about previous issues, noise etc and have been threatened with violence.

So I'm guessing the council through the planning or environmental health department will be my only recourse?

Anyone with any similar situation who could advise me would be greatly appreciated
