New Bath Taps - Can't Shut Off Water

hi there!
this is my first post after a weekend of being baffled!

I bought a new bath tap with a combined shower head,
I want to replace the existing taps on the bath.

upstairs under the sink there is a water shut off tap, it shuts off the water upstairs but downstairs in the bathroom the cold water taps on the bath and the sink keep running. the toilet will flush and re-fill etc..

I guess the upstairs tap under the sink is just cutting off the cold water and the feed to the combi boiler.

I cannot find any other shut off taps for the bathroom.
should i shut off the water for the entire house from outside?
then i guess i just run the tap in the bath until it stops?

any tips would be greatly appreciated

Haven't got a cold water tank in the loft, have you?
 
Hi thanks for your swift reply!

I don't know if there is a cold water tank in the loft,
it's a council house in Islington,
The house is split into flats, I am on the ground (kitchen) and basement (bathroom)
there are two flats above me. the top flat is in the loft..

any suggestions?
