Standard stuff for many folk and not just new build, especially those whose garage slab toe protrudes beyond the garage door, externally. Ours has an Aco in front, has a brush fitted to the bottom yet still leaks water and leaves, when the wind and rain are battering the garage door.

It's the peril of having the internal and external FFL's the same, as you do with a garage threshold.

If you're still inside snagging period then you can certainly try to get builders to sort it out (especially if outside ground slopes towards the garage/house and there's no drain strip), otherwise you're better off putting a thicker soft seal on the bottom of the door or some rubber strips on the outside bottom

Not sure if this would help but i fitted something similar to that in the link to an integral garage door.

In bad weather snow would blow under to Door and it was very breezy.
It was easy to mount to the door but I did have to trim the rubber seal as the gap was smaller than the supplied depth.

May help stem the flow if the Aco isn’t an option

Looks like my garage floor before the builder fitted an Aco drain across the front of the garage. I also fitted a proprietory ( Henderson doors ) rubber/neoprene weatherstrip into the groove in the bottom of the up and over metal garage door , as well as wedging in a length of rubber strip made from an old bicycle inner tube that makes a better seal and stops leaves and rain blowing under the door.
p.s. as oldbutnotdead suggests above go back to the builder first of all for a permanent drainage solution like an Aco drain if possible.
