New central heating boiler - quote

My conventional gas central heating boiler sprung a leak and I'm in the process of getting a couple of quotes. The first 'engineer' surveyed my system and said a number of things had to change due to legislation - some I believe, such as conventional boilers are no longer allowed, must be condensing, and the diameter of my gas pipe was too small.

But here's 2 items which surprised me:
1. I need a new hot water cylinder - the current one looks like a standard foam covered one but apparently it's not up to spec

2. I need a new controller - mine only does 2 on/off periods a day and apparently I must now have one that does 3

He said that I need to get this stuff done so that they can provide me with a certificate which would form part of my HIP if I ever wanted to sell my house.

Is this all true or rubbish - can anyone please help someone who doesn't have a clue

It sounds like some is true and some is not.

You need a condensing boiler, a room stat and trv's fitted to all rads except the one that is in the room where the room stat is.

If your HW cylinder is not up to standard it is recommended you upgrade it to a new one but is not made compulsory by legislation.

It is always a good idea to replace it when changing your boiler as the old one will be scaled up, around here especially, and the extra efficiency gained by the new boiler will be lost in part due to this.

It is also about half the cost to replace at this time as compared to a seperate job later.

As long as you have totally independant control over ch and hw your controls will comply will the new regs.

It has nothing to do with 2 or 3 on times a day.
