New consumer unit and kitchen work - Paperwork / certificate

hi

A friend is having new kitchen fitted. At same time he is getting the very old consumer unit updated to 17th edition CU with RCDs, splitting socket ring circuits in two radial (currently all sockets are on one ring circuit) and having new circuit for kitchen. All switches/ sockets in kitchen remain as they are but just will be new fascias and on new circuit. there will be new circuit for boiler (currently boiler is in kitchen and is fed from ring main circuit)

He is getting his kitchen fitter's electrician to do the work. Electrician is "17th edition qualified, city and guilds part 1& 2, part p approved (self certification). "

electrician has said he will do testing and notify the council. my friend just wants to know what is ALL the paperwork he needs in his hand before he hands over the money to electrician.

Question is:

1) what paperwork is involved here? Does electrician give consumer some sort of certificate and send other document to council.
2) does council need to send any confirmation back to consumer to confirm work is "acceptable"? If not, is there a need and way to find out if the documents have indeed been sent to council!
3) do council normally send someone around for checking anything or is that a thing of the past?

He should receive an electrical installation certificate from the electrician upon completion of the work or shortly after and then a buildings regs compliance certificate within about 6 weeks from the council.
