Getting short of ideas know without being there

Have you tried back filling via this drain to see if water is getting through backwards to f&e tank, could also remove a blockage or airlock at a chance?

yea ive tryed back filling via the drain off in the kitchen . it statred to fill the f&e thank via the filling out let so i blocked this so that it vented via the expansion pipe and still no joy

only real way to be sure if the valve is operating correctly is to turn it off and the lockshield on the other side of the rad too, crack the joining nut on the rad side not pipe, the rad should air lock up if you keep the bleed vent closed. Put a bowl under it and open the valve.

If thats ok then i would go and buy a new pump

Its a house not a bungalow right?

I would have taken the downstairs rads off by now and tried opening each valve (with a hose on them). This will demonstrate water flow and might wash out some loose sludge. It will gush out much better than from a piddling little drain cock.

The old rad valves may well be preventing flow.

right i have changed the pump today and thank god it worked . a huge thanks to all the people who have given advise on this site
