Venting is indeed the key - flushing either WC could remove the trap water seal from the other pan.
Yes ofcourse I see that now.
Would the addition of this air admittance valve suffice?

An AAV on the furthermost WC should suffice. However, best to check with your LABC in case they have any further views on the matter (some have been known to be quite anal and insist upon separate runs to an inspection chamber, which make one wonder why tee-s are actually available
