Hmmm, I'd try my suggestion above mate....
'Disconnect the DHW supply to one of the hot taps, connect a decent tap to the tap connector and try running it to see what the temp is like'.
Its not a massive job and it would at least discount the possibility of it being Poor Quality Taps that are the cause of this.
I also noticed that the picture you posted is a 'Shower Mixer Tap'. Is that the same 'Shower' you are having the problems with?
