New Home Completion Certicate

Can anyone please advise me if it is complusory for a Council to inspection and more importantly issue a completion or habition certificate before you actually move into your brand new home. The Building Control Department tell that this isn't necessary. Do they have a legal obilgation to inspect and issue a completion certificate.

It's the contractors responsibility to request final inspection and completion certificates within 5 days of completion. If this is not done building control have no obligation to provide certificates subsequently.

They will of course issue one if you re-apply but that means paying a fee and may mean opening up parts of the works for inspection.

It depends if the certificate was requested upon the BR application being made. I don't think it's a problem on the recent forms but definitely on the old forms, the application/agent had to tick a box on the form requesting a completion certificate be issued upon completion of the works. Obviously, if this box wasn't ticked, then no certificate would be issued. But like I said, I don't think that's an option now as BC departments issue the certificates upon completion of works anyway.

And as jeds mentioned, the BC department will only inspect if an inspection is requested by who is normally the contractors. One may think that the works weren't satisfactorily completed? Who knows. But it is a little bizarre as these things would or should be checked prior to the sale of a property.
