New house - heating/ wiring help?!

Hi all.

I am in the process of buying a house with an oil fired boiler.

Near the boiler it has what appears to be an old electric meter/ sub meter that looks like it has a wire connected to some old copper pipework with a sensor on?! Does anyone know what this is. Circled in red on the attached.

Secondly, what was/ is the large burgundy couloured thing that’s clearly no longer used pointed at with the blue arrow?

Looks like an old low loss header, the wire was a ntc sensor to control the temp of the header.
